In 1972, Rotary International President Roy Hickman appointed Fred Lam, Charter President of the Rotary Club of St. Kitts, as Administrative Advisor for Group "P", which comprised the Rotary Clubs in the U.S. Virgin Islands; British Virgin Islands; Montserrat and St. Kitts. During his term of office, Fred established Rotary in Antigua and Dominica. Whilst in Antigua in December 1972, for the Charter Presentation to the Rotary Club of Antigua, Fred convened a meeting on December 3, 1972 with Rotarians form other Clubs in the Caribbean. At this meeting, they developed plans for a conference to discuss Rotary Programmes.
It was decided that this First Rotary Conference in the Caribbean should be held in St. Kitts and this took place from June 7 to 11, 1973. Over 360 Rotarians and their Partners in Service attended this meeting. Clubs from the Bahamas in the Northern Caribbean to the Guianas in South America sent representatives to this historic Rotary event. The meeting unanimously agreed to request that Rotary International establish a District of the Non-District Clubs in the Caribbean Region. On July 1, 1974 District 404 was born and Dr. John Watts of the Rotary Club of Grenada was duly elected the Frist Director General at the First District 404 conference held in Port of Spain, Trinidad.
In June 1981, at the Sixth Rotary International District 404 Conference in St. Kitts, District 405 was established. Rotary International agreed to divide District 404 into two separate districts - 404 & 405 - as it was extremely difficult for a District Governor to cover more than 25 countries from the Bahamas to French Guiana. By 1991, there were 48 Rotary Clubs in 14 countries - with about 1700 Rotarians in Rotary International District 4050 which became 7030 from July 1, 1992. District 7030 comprises Antigua and Barbuda, Barbados, Dominica, French Guiana, French West Indies (excluding the islands of Saint Barthelmy and Saint Martin,), Grenada, Guyana, Montserrat, St. Kitts-Nevis, St. Lucia, St. Vincent and The Grenadines, Suriname and Trinindad & Tobago. The District now has some 59 Rotary Clubs with approximately 2,000 Rotarians.
Using the words of Paul Harris, Rotary Founder, we can describe District 7030 as the sum total of small islands in the Caribbean, contributing to the great river of Rotary through the dedicated application of Rotarians, who are continuously mobilizing Human Resources for the advancement of Peace and Goodwill in our beautiful World.
